The Riley Substation Project is located in Wilbarger County, Texas, approximately 42 miles west of Wichita Falls, Texas. The overall project property encompasses a 100 acre parcel that includes a laydown yard parcel and a 345 kV electric transmission substation parcel. The initial phase of laydown yard pad area and substation pad area are approximately 6 acres and 21 acres, respectively. The project work included the reconstruction of County Road 266 that provides access to the project property for construction and operations. This project is one of many that are part of a major expansion of electric transmission lines and substations into areas of north, central, south and west Texas to maximize the service efficiency of power grids.

CDS Muery provided the civil engineering, surveying, and construction administration services for both phases of this project. Surveying services included establishing horizontal/vertical control, providing boundary and topographic surveys for the overall 100 acre parcel and surrounding perimeter area on 50-foot grid, and construction staking for dimensional control and layout of site improvements.

Specific civil engineering services included earthwork design for 48,000 CY of soil on the project site, 3800 LF of County roadway and drainage reconstruction design, hydrology and hydraulic storm water modeling and analysis, design of over 3600 LF of drainage culverts with 32 pre-cast box grate inlets, design of 550 LF of storm water runoff rip-rap outfall channels, site layout and finish grade design for the 27 acre pads, and load-bearing design of 17,000 CY flexible base material with geogrid and soil-cement for an all-weather surface for total area of both project site pads. Prepared TPDES SWPPP permit plans, construction document plans/specifications and construction cost estimating, construction pre-bid preparation, and provided site investigations and construction progress reporting.
