CDS/Muery Services was formed as Civil Design Services, Inc., San Antonio, Texas in 1988 by Mr. Billy H. Ethridge, R.P.L.S., Mr. John T. Kubala, R.P.L.S., and Mr. Kenneth R. Rothe, P.E. Their two employees were Clay Swetman and Pete Valdez. In 1999 CDS acquired George Muery Services, a highly regarded, 25 year old surveying firm founded by George Muery. Mr. Muery brings to the company 45 years of experience. The combined company now operates as CDS/Muery Services. In the spring of 2000, CDS/Muery Services moved into its own building at 3411 Magic Drive, San Antonio, Texas with office space over 10 000 square feet. CDS/Muery Services is a 85 person, growth oriented professional engineering, surveying and mapping firm that continually challenges their staff to excel to their maximum potential. Ethics, energy and excellence describe the teams assembled within the firm to meet the demands placed on them by CDS/Muery Services clientele. The partners are active in support groups such as the Lions Club, Hermann's Sons, or acting as school board trustee. They continually challenge their staff to learn more by providing access to continuing education, seminars and specialized hardware and software training. From humble beginning in 1988, CDS/Muery Services has continually added on new services and manpower to support our clients as their needs changes.

Kenneth R. Rothe, P.E., Principal Mr. Rothe isone of the founders and President of CDS/Muery Services.  He holds a Bachelor of Science Degree in Agricultural Engineering from Texas A&M University, College Station, Texas.  He is a licensed Professional Engineer and is a licensed Irrigator in the State of Texas.  Mr. Rothe has attended numerous courses throughout his career for continuing education and is an active member of six national and local professional and technical societies.  With nearly 20 years in the engineering profession, Mr. Rothe has extensive experience in the management of CIP projects; site development projects requiring all facets of planning, engineering design and construction; drainage analysis and design; water and wastewater design and construction; and permitting for utility, street, and drainage improvements.

John T. Kubala, R.P.L.S., Principal Mr. Kubala is one of the founders and Vice President of CDS/Muery Services.  He has an Associates Degree of Applied Sciences in Civil Engineering from Texas State Technical Institute in Waco, Texas and is a Registered Professional Land Surveyor in the State of Texas.  With over 20 years experience in the surveying profession, Mr. Kubala has managed numerous capital improvement projects, boundary surveys, subdivision/site development surveys, and right-of-way/route surveys.  He has also provided surveying services in support of hazardous waste investigation and remediation projects.  Mr. Kubala has worked in over 36 counties in South and Central Texas.  Most noteworthy of his project management experience is his leadership in the performance of numerous route location and right-of-way acquisition surveys for electric transmission facilities.

Bill H. Ethridge, R.P.L.S., Principal Mr. Ethridge is one of the founders and Secretary/Treasurer of CDS/Muery Services.  He has 2 years of college at Victoria Junior College, Victoria, Texas and is a Registered Professional Land Surveyor in the State of Texas.  Mr. Ethridge has in excess of 24 years experience in the surveying profession.  He has in depth experience managing electric transmission and TxDOT route surveys including: abstracting thousands of parcels; designing centerline alignments; establishment of geodetic control using GPS and precise leveling techniques; application of SDMS/CAiCE to collect data and map improvements; analysis of boundaries; and preparation of legal descriptions.

Jerry C. Powell, P.E., Manager of Engineering Services Mr. Powell joined CDS/Muery Services in September of 1993 after working with other reputable San Antonio engineering firms and as a private consultant since September of 1979. With over 30 years experience in the business of engineering and construction, Mr. Powell has experience as a construction inspector, construction superintendent, soils lab manager, design engineer, and manager of a staff of 30 engineers and technicians.

James A. Stanton, R.P.L.S., Manager of Surveying Services Mr. Stanton has been employed with CDS/Muery Services since 1988 with over 22 years experience in the surveying and mapping industry. He is licensed as a Registered Professional Land Surveyor in Texas, Louisiana, and Colorado.  Mr. Stanton is highly skilled in deed research; project planning; field crew supervision; data reduction; interpretation and analysis of field data; preparation of boundary and topographic drawings.

John E. Rothe, P.E, Project Manager. Mr. John Rothe holds a Bachelor of Science in Civil Engineering Degree from Texas A&M University, College Station, Texas. He is a licensed Professional Engineer in the State of Texas. Recently headed the design and project management of Bastrop Energy Center Access Road in cooperation with CCC Group and Duke Energy.

R. Clay Swetman, R.P.L.S., Project Manager Mr. Swetman is an original employee of CDS/Muery Services.  He has over 20 years experience in the surveying field.  Mr. Swetman currently serves as Project Manager for various right-of-way and topographic projects primarily for Texas Department of Transportation (TxDOT), The San Antonio Water System (SAWS) and various electrical transmission line companies.

Paul T. Ross, R.P.L.S., Project Manager Mr. Ross joined CDS/Muery Services in June 2000.  He has extensive experience in project management and in all phases of land surveying including boundary, topographic, route, and construction.  Mr. Ross was previously employed as survey manager with two other large San Antonio firms.  He is an active member of Texas Society of Professional Surveyors, and is currently the Chapter 11 Vice-President and Newsletter editor.

Theresa Burns West, C.P.A., Controller With over fifteen years of business experience, Ms. West joined CDS/Muery Services as Controller in April 1997.  She is responsible for the company's finances, human resources, and employee benefits.  Ms. West earned a Bachelor of Business Administration in Finance/Management and a Master of Science in Accounting from the University of Texas at San Antonio.  She received her license as a Certified Public Accountant in March 1999.
